The downward trend has been continuous since 2020, when the country reached a recent historical peak of 42,034 intentional homicides.<\/p>\n<p>Despite the overall decline, the 19th edition of the Brazilian Public Security Yearbook highlights a concerning pattern: while violent deaths fall on average, violence against women and children, disappearances, and digital crimes are on the rise. Among state capitals, Fortaleza ranks 6th among the most violent.<\/p>\n<p>Isolated signs of improvement were observed in the first half of 2025 in cities such as Caucaia (\u221220.2% in violent deaths) and Maracana\u00fa (\u221216.3%). The city jumped from 8th to 1st place in the national ranking.<\/p>\n<p>The driver of violence: the territorial war between Comando Vermelho (CV) and Guardi\u00f5es do Estado (GDE). In Maranguape, only 2% of IVDs involved police action \u2014 virtually all violence is between rival factions. The &#8220;crime migration&#8221; phenomenon from Fortaleza to neighboring municipalities is identified by experts as a central factor.<\/p>\n<h3><span class=\"ez-toc-section\" id=\"2_Jequie_BA_%E2%80%94_A_third_of_homicides_committed_by_police\"><\/span>2. The city reflects an increasingly common phenomenon: the export of factions from capital cities to mid-sized interior towns.<\/p>\n<h3><span class=\"ez-toc-section\" id=\"4_Camacari_BA_%E2%80%94_Industrial_hub_vulnerable_outskirts\"><\/span>4. Cama\u00e7ari (BA) \u2014 Industrial hub, vulnerable outskirts<span class=\"ez-toc-section-end\"><\/span><\/h3>\n<p>Home to Latin America&#8217;s largest petrochemical complex and the former Ford factory (until 2021), Cama\u00e7ari (320,000 inhabitants) illustrates the recurring paradox of economic strength coexisting with structural violence. In 2024 there was a 12.1% reduction in deaths (from 272 to 239), but the rate of 74.8 per 100,000 remains high. Territorial disputes are between local factions KLV (Km Linha Verde) and MK.<\/p>\n<h3><span class=\"ez-toc-section\" id=\"5_Cabo_de_Santo_Agostinho_PE_%E2%80%94_A_decade_on_the_ranking\"><\/span>5. Cabo de Santo Agostinho (PE) \u2014 A decade on the ranking<span class=\"ez-toc-section-end\"><\/span><\/h3>\n<p>Located 35 km from Recife, Cabo de Santo Agostinho has appeared among Brazil&#8217;s most violent municipalities for over a decade. In 2024 there were 159 deaths (+16%). Only 3% of IVDs involved police action \u2014 all violence is between factions. The city has historically been controlled by Comando Litoral (formerly Trem Bala), which disputes regional drug trafficking routes.<\/p>\n<h3><span class=\"ez-toc-section\" id=\"6_Sao_Lourenco_da_Mata_PE_%E2%80%94_The_rankings_fastest_deterioration\"><\/span>6. S\u00e3o Louren\u00e7o da Mata (PE) \u2014 The ranking&#8217;s fastest deterioration<span class=\"ez-toc-section-end\"><\/span><\/h3>\n<p>Recorded the highest percentage growth among the 10 cities in the 2024 ranking: +24.6%, reaching 86 victims. It is the municipality that has deteriorated most rapidly in terms of security. The state government of Pernambuco announced the creation of new Military Police battalions, but S\u00e3o Louren\u00e7o da Mata was left off the list \u2014 triggering a strong reaction from residents and local lawmakers.<\/p>\n<h3><span class=\"ez-toc-section\" id=\"7_Simoes_Filho_BA_%E2%80%94_1_in_4_deaths_committed_by_a_police_officer\"><\/span>7. In Jequi\u00e9 and Sim\u00f5es Filho, 1 in every 3\u20134 homicides is committed by a state agent.<\/li>\n<li><strong>Concentrated victim profile<\/strong> \u2014 young males aged 18 to 24, Black, living in the urban periphery. But as Maranguape accelerates and cities like S\u00e3o Louren\u00e7o da Mata record growth of 24.6%, and as 44,000 families lose someone every year, the equation remains far from balanced.<\/p>\n<p><strong>Knowing the data is the first step.
